The perception that Havana residents are not affected by the same hours of power outage extends to all provinces, and has caused leaders and the official press to refer to this issue, alleging a supposed "need" to maintain functioning the country's economy.

At the end of January, the Electrical Union (UNE) acknowledged on his social networks the existence of greater effects on the electricity supply in Eastern Cuba due to the appearance of a new factor that affected the correct functioning of the national electroenergy system (SEN): "high transfers".

According to the director of the UNE, Alfredo Lopez Valdes, the displacement of a mobile generation unit to the east of the country will serve to balance a system in which “there is a high concentration of generation in the western half and, therefore, a high transfer from the western to the eastern zone”, a circumstance which would increase the chances of breakdowns.
