What is the list of Cuban entities that will not be able to do business with the U.S.?

With the inclusion of Orbit S.A., established by the Cuban regime to replace Fincimex in the processing of remittances, the list created by the first Trump administration blacklists over 150 entities under the control of the Cuban regime.

The United States recently updated its list of "Restricted Entities and Subentities of Cuba," adding the company Orbit S.A., created by the Cuban regime to manage remittances following the exclusion of Fincimex in 2018.

With this addition, the list now includes over 150 entities, all connected to the military, security, or intelligence services of the island, and therefore, cannot engage in direct financial transactions with U.S. companies.

What does this update entail?

Since the list was established in 2017 by the Trump administration, the U.S. government has maintained continuous monitoring of the economic entities controlled by the Cuban regime.

The recent inclusion of Orbit S.A. is a response to the restructuring of the entities responsible for managing remittances to Cuba, a move designed by the Cuban government to circumvent previous sanctions that affected Fincimex.

This last one was excluded from the money transfer system from the United States due to its connection with the military conglomerate Business Administration Group S.A. (GAESA).

The measure follows the line of U.S. policy to cut off the sources of income that benefit the repressive apparatus of the Cuban regime to the detriment of the population.

In this regard, the Biden administration decided to maintain the previous sanctions, taking into account the recommendations of senators such as Marco Rubio (current Secretary of State), who emphasized the need for constant review of the list to prevent the Cuban regime from restructuring its operations and circumventing the restrictions.

Context of the list of restricted entities

The first version of this list was published in November 2017 and included hotels, tourism corporations, security companies, and business holdings such as GAESA, Gaviota, Habaguanex, and CIMEX.

In 2018, the list was significantly expanded with the inclusion of more hotels, shopping centers, and military entities.

In 2025, in addition to the inclusion of Orbit S.A., the government of Donald Trump reaffirmed its stance on the reactivation of Title III of the Helms-Burton Act, which allows U.S. citizens to sue foreign companies operating on properties seized by the Cuban regime.

The inclusion of Orbit S.A. on this list will also have a direct impact on the sending of remittances, as its ban prevents U.S. companies from establishing agreements with the entity to process money transfers, which further complicates the situation for Cubans who rely on family remittances for their livelihood.

Consequences for Cuba

The restrictions imposed by the U.S. have created obstacles in various sectors of the Cuban economy, particularly in tourism and international trade transactions.

GAESA's control over a large part of the national economy has been one of the fundamental reasons for the imposition of these sanctions, as Washington believes that the revenues generated by these entities finance repression and political control on the island.

With this new update, the U.S. strengthens its message that it will not allow alternative mechanisms created by Havana to evade sanctions. Meanwhile, Cubans continue to face challenges in receiving financial assistance from their relatives abroad, in a context of a crisis that continues to worsen.
