The shortage of food and delays in the distribution of basic supplies continue to severely affect the residents of Santiago de Cuba, despite the State's promises to improve logistics and ensure the supply chain.

A recent report from the state channel TeleTurquino highlighted the ongoing shortcomings, as well as the fragmented efforts by provincial authorities to sustain an increasingly critical distribution system.

The food distribution corresponding to the standardized family basket for the month of March is still underway. In municipalities such as Contramaestre, Palma Soriano, Mella, Guamá, and Santiago de Cuba, only one kilogram of rice per consumer has been distributed, while other areas like Tercer Frente, Segundo Frente, and San Luis have received one kilogram of pasta.

In addition, a can of sardines is distributed exclusively for children aged 0 to 13 and adults over 65.

Regarding the month of April, the pending sugar distribution is still ongoing for those who did not receive the first two pounds. This delivery is accompanied by a complimentary package of the product. The distribution of coffee and fruit purées is also underway.

In June, they will distribute the rice from April, although initially, they only guarantee the quota for children under 13 and for individuals over 60 years old.

The situation is critical, not only due to the scarcity of food, blackouts, and lack of potable water, but also because there are backlogs in the regulated products due to insufficient fuel. Authorities acknowledged that the supply is being maintained thanks to an emergency logistics system involving ports, warehouses, and transporters, which highlights the structural fragility of the system.

Regarding the distribution of milk for children, pregnant women, and chronically ill patients, it was reported that shipments from the World Food Programme (WFP) have started to arrive, allowing for a temporary supply of powdered milk; however, this is reserved strictly for urban and mountainous areas. In rural areas, children continue to receive fluid cow's milk.

The provincial meat company, for its part, has started distributing ground meat aimed at children aged 0 to 13, made up of 70% beef and the rest chicken (MDM). To date, about 22.5 tons of the product have been distributed in various districts of the municipality of Santiago de Cuba.

No turning back on subsidy elimination

These delays and shortages occur amid an unprecedented national economic crisis and under an increasingly dismantled state distribution model.

In December 2024, Prime Minister Manuel Marrero Cruz announced before the National Assembly that the elimination of the rationing system and subsidies for basic staple products is an irreversible process.

"We are seeking the mechanisms and we will be implementing it gradually, product by product, but it is a path that has no turning back," declared Marrero.

In this context, Cubans are faced with a reality marked by uncertainty, the degradation of basic services, and the gradual disappearance of state mechanisms that once ensured minimum access to essential food.

While late and conditional crumbs are being distributed, the official policy is moving towards a structural disempowerment of the most vulnerable population, with no sustainable alternatives, free market supplies, or wages that allow a worker to purchase food in Cuba.
