A mother and her young daughter were victims of an abhorrent act in their home located in Centro Habana, when unidentified individuals threw feces into the water tanks situated on the roof of the building.

The incident, which occurred on July 1 on Calzada de Infanta, between Salud and Jesús Pellicerio, has been described by residents and acquaintances as an attack on public health.

The complaint, also sent to our editorial team, was formally submitted to the authorities by the affected individual, who stated that the attack could have caused a disease or even an epidemic in her family.

The complainant, whose identity is kept anonymous for security reasons, claims that there are suspects with a history of harassment and intimidation against her, and that these individuals had prior access to the location where the tanks are situated.

Despite the seriousness of the events and the possible violation of several articles of the Cuban Penal Code related to crimes against public health, the authorities have not taken measures against those allegedly responsible. This has sparked concern and outrage among the neighbors, who fear that the case may go unpunished.

Complaint sent to CiberCuba

In the report, the officer in charge of the case, Eliesky Amaro Díaz, outlined the facts and applicable legal grounds, citing articles 239, 240, and 244 of the Penal Code.

The affected family and community members demand justice and visibility for an event that, they warn, could have had fatal consequences.

Neighborhood threats and aggression in Havana

In 2023, residents of the Vedado neighborhood in Havana publicly reported a man for repeated threats, intimidation, and aggressive behavior that endangered the physical and emotional well-being of the community. The individual, with a criminal record and known in the area for his violent conduct, had displayed a machete and a bat to the residents, prompting the mobilization of several police patrols. Despite multiple reports filed by at least six neighbors, the authorities only detained him for a few hours before releasing him, causing alarm and outrage among those affected.

According to testimonies gathered by CiberCuba, the individual had been involved in numerous incidents that included exhibitionism in front of minors, threats with knives, and verbal assaults.

Families expressed their frustration at the impunity with which the aggressor acted, who, after each arrest, would once again repeat his violent behavior. Some residents feared for their safety, particularly the women and children who had been direct targets of his actions.

This case has become a symbol of the growing deterioration of neighborhood coexistence in certain areas of Havana, where interpersonal conflicts and the lack of effective responses from state institutions increase the risk of high-impact health and social situations.

The passivity of the authorities in the face of a recurring problem not only left the community exposed, but also fueled the climate of impunity and lack of protection that many families face in neighborhoods with a history of violence or institutional neglect.
