The Donald Trump Administration will prohibit the use of U.S. foreign aid to fund abortion and diversity, equity, and inclusion programs, the State Department reported this Thursday.
The measure broadens the so-called Mexico City Policy and will impact over $30 billion in international aid by extending restrictions to foreign organizations, international entities, and U.S. NGOs operating outside the country.
The regulation, reestablished by Trump following his return to the White House in 2025, is part of his offensive against diversity policies and what is referred to as "wokeness." It is also part of the dismantling of the USAID agency and the reduction of federal spending.
The Mexico City Policy, originally implemented in 1984 during the presidency of Republican Ronald Reagan, prohibits foreign non-governmental organizations from receiving certain U.S. funds if they provide services related to abortion or promote reproductive rights abroad.
Traditionally, this regulation has been eliminated when a Democrat assumes the presidency and reinstated by Republican administrations, although in the past it was limited to funds allocated for family planning.
During his first term, Trump expanded his reach to all global health assistance programs.
Upon returning to the White House in January 2025, the president reinstated the policy as part of his offensive against diversity, equity, and inclusion (DEI) initiatives and what he has labeled as "wokeism."
As part of his strategy to reduce the size of the federal government and public spending, Trump also dismantled the United States Agency for International Development (USAID), a decision that impacted hundreds of humanitarian organizations and programs around the world that relied on funds channeled through that entity.
Similarly, last November, the Republican Administration ordered U.S. embassies to identify countries whose authorities promote or fund abortion, euthanasia, gender transitioning in minors, and diversity policies, among other issues.
