The Ministry of Transport of Cuba approved new resolutions that officially enable several tourist marinas to operate in the country, according to provisions published in the Official Gazette of the Republic, in its extraordinary edition number 11.
Resolutions 127, 128, and 129 of 2025 are based on Decree-Law 230 "On Ports" and Decree 314 "On Tourist Marinas," which stipulate that the operation of ports, terminals, and marinas requires formal authorization from the State after verifying compliance with technical, operational, and safety requirements.
Among the available facilities is the Marlin Cienfuegos Nautical Branch, located in Punta Gorda, Cienfuegos municipality.
The authorization includes several piers, docks, and the Marlin Cienfuegos Marina, where the operation of recreational and cruise vessels will be permitted, as well as the provision of tourism, technical, and commercial services related to nautical activities.
Furthermore, the Ministry of Transport has enabled the Marlín Náutica Marina Hemingway Branch, located in Playa municipality, Havana, one of the most important marinas in the country.
This facility will be able to operate marinas and nautical bases, offer specialized services to sporting vessels, and market products related to the sector.
The Sucursal Marina Marlín Santiago de Cuba was also authorized, located in the Punta Gorda area, with the capacity to operate piers on both sides and provide tourist and recreational services, as well as technical assistance for nautical equipment.
The resolutions establish that the licenses will remain valid as long as the technical and operational conditions required by law are met, and they may be revoked if any non-compliance is detected.
The Maritime Administration of Cuba will be responsible for the registration, control, and certification of these licenses, opened amid the severe economic crisis on the island, and the dramatic decline in national and international tourism.
According to the publication in the Official Gazette, the provisions come into effect upon publication, as part of the Cuban Government's efforts to reorganize and regulate port infrastructure and activities related to nautical tourism.
