The Chargé d'Affaires of the United States in Venezuela, Laura Dogu, met this Monday with the interim president Delcy Rodríguez and with Jorge Rodríguez, as part of the reopening of the U.S. diplomatic mission in Caracas after seven years of severed relations.
After the meeting at the Miraflores Palace, the United States Embassy in Venezuela published a message on X reiterating the three-stage plan established by Secretary of State Marco Rubio for the future of the country.
“Today I met with Delcy Rodríguez and Jorge Rodríguez to reiterate the three phases that @SecRubio has outlined regarding Venezuela: stabilization, economic recovery, and reconciliation, and transition,” the post states.

Rubio recently explained to the Senate that Washington is seeking a roadmap to move towards the institutional and diplomatic normalization of the country, although he warned that it is a complex process that could take years.
Diplomatic reopening after seven years
Laura Dogu arrived in Caracas on Saturday, January 31, to officially reopen the U.S. diplomatic mission, which had been closed since 2019 following the breakdown of relations between the two countries.
The U.S. Embassy shared images of her arrival at Simón Bolívar International Airport in Maiquetía and noted that the diplomat will work with public and private sectors as well as civil society in this new stage of engagement.
A key diplomatic contact
The meeting between Dogu and Venezuelan authorities represents one of the most significant contacts between Caracas and Washington in nearly a decade, set against a backdrop of political realignment following Nicolás Maduro's capture in January and the initiation of "exploratory" talks to restore bilateral ties.
