The head of United States Southern Command, Marine Corps General Francis L. Donovan, reaffirmed on Wednesday Washington's commitment to President Donald Trump's three-phase plan for Venezuela during an official visit to Caracas, where he met with the interim authorities of the South American country.
During his stay in the Venezuelan capital, Donovan met with representatives of the provisional government led by Delcy Rodríguez and other high-ranking officials to assess the security situation, ensure the implementation of the U.S. strategy, and advance the goals of stability, economic recovery, and political transition outlined in the presidential plan.
The so-called three-phase plan promoted from Washington aims, according to official sources from Southern Command, to first ensure the internal stabilization of Venezuela, strengthen security within the country, and then guide its economic rehabilitation and a transition towards a "free, secure, and prosperous" Venezuela, aligned with the regional interests of the United States.
Donovan's visit also included meetings with the personnel of the U.S. Joint Force stationed at the recently reopened embassy in Caracas, as well as with the Chargé d'Affaires of the United States in Venezuela, Laura F. Dogu, and the Deputy Assistant Secretary of Defense for Homeland Defense and the Americas, Joseph M. Humire.
U.S. authorities have indicated that the commitment to Venezuela is part of a broader hemispheric security strategy that incorporates efforts to combat drug trafficking, terrorism, and manage migration flows, along with the economic recovery of the South American country.
Donovan's visit comes amid an increase in the diplomatic and military presence of the United States in Venezuela, following weeks of high-level contacts with interim authorities since the capture of former president Nicolás Maduro in January 2026.
