PCC calls an extraordinary plenary for this Wednesday

The Political Bureau of the PCC has convened an Extraordinary Plenary of the Central Committee for this Wednesday, June 17, in order to approve the economic reforms announced by Díaz-Canel.

The Political Bureau of the Communist Party of Cuba agreed to call an Extraordinary Plenary of its Central Committee for this Wednesday, June 17, with the stated goal of evaluating proposals for economic and social transformations announced by Miguel Díaz-Canel in recent statements to the press.

Díaz-Canel himself confirmed the announcement on his Facebook account: "On June 17, summoned by the Political Bureau, there will be an Extraordinary Plenary of the Central Committee of the Communist Party of Cuba to evaluate the proposals for transformations that we recently outlined in statements to the press."

The immediate trigger was the announcement of a package of economic reforms that Díaz-Canel presented on June 12 during the television program Revista Buenos Días, described by the regime as the most ambitious in years.

This package is structured around six key areas: changes in the economic management system, municipal autonomy, business autonomy, agricultural recovery, flexibilization of foreign trade, and foreign investment.

Among the measures is the allowance for municipalities to manage foreign currency and to import and export without intermediaries, as well as providing greater leeway for state-owned companies to set salaries and retain their own foreign currency.

It was also proposed to open investment to Cubans in the diaspora on equal terms with other economic actors, and to gradually replace universal subsidies for products with targeted assistance for vulnerable individuals.

Díaz-Canel noted that the measures would be processed "very efficiently" by the Political Bureau and the National Assembly, whose legislative session is scheduled for July 2026.

The extraordinary plenary session of the Central Committee is a rare mechanism on a national scale and would serve as formal political support for proposals before their legislative processing.

The most recent precedent is the XI Plenary of the Central Committee, held on December 13, 2025, in a videoconference format and condensed to a single day due to the severity of the crisis, where Díaz-Canel acknowledged a critical economic landscape with declining GDP and high inflation.

Since then, the PCC held a series of extraordinary provincial plenaries in which internal unity issues within the party were acknowledged and leaders were dismissed. In January 2026, Díaz-Canel himself admitted during provincial plenaries in Santiago de Cuba and Guantánamo that "there is no true unity in the Party."

The reforms announced on June 12 have not convinced analysts or opponents. Cuban economists described them as “very late, very bad, very little”, and a Cuban-American businessman stated on June 15 that the announced changes are insufficient, noting that the regime has kept the Communist Party's guiding role over the economy and society intact.
