Two officials from the Department of State warned this Monday that the President of the United States "keeps all options on the table" regarding Cuba, during a call with journalists convened to defend a new report that accuses the Cuban regime of nearly seven decades of espionage, ideological subversion, and exporting revolution against Washington.
The document, titled "Cuba: The Capital of 21st Century Communism", was published on Monday by the Department of State and spans 100 pages. Secretary of State Marco Rubio presented it on his official account, stating that "for more than six decades, the Cuban regime has been the main sponsor of radical leftism and third-worldism in the United States. The American people deserve to know this."
In the call with reporters, which included journalist Mario J. Pentón from Martí Noticias, the officials described Havana as the "concierge" of Washington's enemies and maintained that its influence is not a thing of the past.
"Very few Americans are aware of how, even in its degraded state today, the Cuban regime remains inextricably linked to these often violent leftist extremist networks around the world, in the Western Hemisphere and also on U.S. soil," stated one of the officials.
According to officials, the report demonstrates that left-wing political violence and the ideas of the so-called new left—including third-worldism, racial Marxism, and social communism—have their direct roots in Fidel Castro's communist project.
"Cuba is a state that, in its essence, was founded with the singular objective of Marxist degradation and the overthrow of the United States," noted one of them.
The document supports this thesis with a letter from Castro in 1958 in which he wrote: "I swore to myself that the Americans would pay very dearly for what they were doing. When this war is over, a much broader and greater war will begin for me."
Officials also linked the regime to organizations active on U.S. soil. They explicitly mentioned the Democratic Socialists of America (DSA), CodePink, anti-ICE groups, and movements on college campuses, describing the DSA as "the next generation of the Cuban influence operation in the United States," noting that it has sent official delegations to the island and held meetings with high-ranking officials of the regime.
"This same Cuban network is still alive. It runs through leftist non-profit organizations in New York, anti-ICE protests, the DSA, socialist groups across the country, and all the uprisings on university campuses that we have seen in recent years," said one of the officials.
The report also details the military presence of opposing powers on the island: Cuba hosts 18 signals intelligence facilities, three operated by China and two by Russia, whose personnel have tripled since 2023. Since that same year, Cuban mercenaries have fought in Ukraine on Russia's behalf.
The publication is framed within the maximum pressure policy of the Trump administration against the regime, which since January 2025 has reinstated Cuba on the list of sponsors of terrorism, imposed more than 240 sanctions, and declared a national emergency in January 2026, identifying the island as an unusual threat to national security.
The report concludes with a direct warning: "Confusing Cuba's poverty with its harmlessness is a complete misunderstanding of the threat. Its power has always been ideological, subversive, and parasitic."
