Edeimi Edenildo Alfonso-Rodríguez, a 56-year-old Cuban resident of Miami, was arrested on Wednesday, July 22, after being accused of touching himself while staring intently at an 11-year-old girl swinging at the Quail Roost park in southwest Miami-Dade.
According to the police report, the accused maintained eye contact with the minor while committing the inappropriate acts.
It was adults present in the play area who noticed the behavior, confronted the man, and forced him to flee the scene.
The police were alerted immediately, and Alfonso-Rodríguez was identified and taken into custody that same night at 8:30 p.m., at the intersection of SW 113 Place and SW 189 Terrace in Miami.
The Quail Roost Park, located at 11336 SW 186 Street, houses the largest playground in Miami-Dade County: a 20,300 square foot facility inaugurated in 2021 after an investment of 1.1 million dollars, featuring swings, slides, and areas designated by age groups.
It is one of the most frequented recreational spaces by Hispanic families in the southwestern part of the county.
The charges and the legal situation
Alfonso-Rodríguez appeared in court on Thursday, July 23, facing charges of lewd exposure before a minor under 16 years old, under the Florida statute 800.04(7)(A)(B).
This is a serious second-degree felony that, when the accused is over 18 years old, can result in up to 15 years in prison and a fine of up to 10,000 dollars.
The police case number is PD260722206939 and the judicial case number is F26014476.
The accused remains incarcerated at the Turner Guilford Knight Correctional Center (TGK) in Miami-Dade with a bond of $7,500 that, at the time of the report, had not been paid.
Additionally, there is an absolute prohibition against approaching Quail Roost Park.
The parents' outrage
Parents who frequent the park expressed their outrage to Univision cameras upon learning what had happened.
"Disgusting, disgusting, really, a sick person, someone who must be ill because it's not normal!" declared one of them.
Another father pointed out the impact that the incident has on the community:
"It is a quite uncomfortable and difficult situation for all parents because you come here to bring your children so they can spend the day a bit more pleasantly after school, and it makes you feel bad."
The outrage was also accompanied by a call for vigilance:
"Some people come and sit, for example, on the benches, but you don't know if they are a parent or not, and look at the things that happen," another parent warned Univision.
"One must exercise a lot of caution as a parent. I see parents, and I don’t judge or criticize, but they come and are on their phones while the children are alone over here, alone over there," observed a father regarding the lack of attention some adults pay to their children in public spaces.
A concerning pattern in South Florida
This incident is not an isolated case. In April 2026, three Cubans were arrested in Amelia Earhart Park in Hialeah for indecent exposure.
In November 2025, ICE arrested a 72-year-old Cuban in Miami identified as a sexual predator.
In July of that same year, a Cuban with a history of child abuse was arrested in Miami.
In response to this trend, Florida approved in July 2026 a package of stricter criminal laws for sexual offenses.
