A Cuban family living in Cutler Bay, south of Miami-Dade, was the first to detect and alert authorities about a man lurking around a 12-year-old girl in the neighborhood, which led to the arrest of Fabián Izaguirre Cepero, 26, who is facing charges of indecent exposure and voyeurism, as reported by Telemundo 51.
It all began in the early hours of Monday, when the Cuban family's surveillance camera started to activate shortly after 12:30 pm.
“At around 12:40 at night, my camera goes off, I see him in the corner, and I don't pay much attention because I noticed he was leaving. But the camera kept going off that night; he came five times,” recounted one of the neighbors.
The family observed the images closely and quickly understood that the man had no intentions of stealing. "We don’t see him entering or leaving with anything in his hands, so he wasn’t coming to steal; he was here for something else," noted a woman.
What they captured was even more disturbing: the suspect leaned against the wall of his house and waited for the lights inside to go out before peering into the bedroom window of the 12-year-old girl who lived in the neighboring house.
They spent the whole night watching without the man returning, but the next day he came back.
The cameras caught him walking down the street with his genitals exposed, stopping in the middle of the road and touching himself, until he noticed that the neighbor had installed a camera and then left through the back.
It was then that the Cubans alerted the parents of the minor and the authorities, with the recordings serving as key evidence.
According to the Miami-Dade Sheriff's Office (MDSO), the little girl had told her father that same morning that she heard knocks outside her bedroom window.
The detectives confirmed that Izaguirre Cepero returned to the residence five times that day and repeated the same actions during each visit.
He was identified thanks to images of his car at a nearby gas station and was arrested on Tuesday at his home, located less than a mile from the girl's house.
Detective Luis Sierra, from the MDSO, described the impact on the victim: “The 12-year-old girl saw this individual; she couldn't quite make out what he was doing, but now she is traumatized, to put it mildly; the poor girl can't even go to the kitchen by herself.”
The case has a significant aggravating factor: Izaguirre Cepero was no stranger to the judicial system.
In April 2025, the Miami Beach Police had arrested him for placing a phone in a fitting room at the Target in South Beach to record a woman.
During the investigation, detectives found 17 files containing child sexual abuse material on their devices, leading to 17 charges for possession of images depicting sexual performance by minors, of which seven were later dropped.
He was out on bail for those charges when the incident in Cutler Bay occurred. After his initial appearance, prosecutors argued that the new arrest violated the terms of his release, and Judge Mindy Glazer ordered him to remain detained without bail, according to a report by Local 10.
He has a guilty plea hearing pending on charges of child sexual abuse material scheduled for August 14.
