A Cuban citizen identified as Carlos Javier Alamo-Sorino is in custody of the Immigration and Customs Enforcement (ICE) after admitting to voting illegally in a U.S. election, according to an official statement released this Friday.

The federal agency describes Alamo-Sorino as an illegal foreign national with a criminal record who was released on parole during the Obama administration. ICE attributes previous convictions to him for sexual assault, another sexual offense, robbery, theft, and harassing communications.

The case is part of a national operation against the alleged electoral fraud that the Trump administration has intensified in the weeks leading up to the legislative elections on November 3, 2026.

The statement released on Friday details 17 cases of foreigners arrested for voting-related offenses, coming from countries such as Guatemala, India, Russia, Nicaragua, Jamaica, and Cuba, among others.

"Secure elections protect the sovereignty of our nation and the sacred right to vote for Americans. We have uncovered hundreds of cases of electoral fraud, and the magnitude of the problem continues to grow. Every vote cast by an illegal foreigner cancels out the vote of an American citizen," stated Micah Bock, Director of Public Affairs at ICE.

“Naturalized citizens are American citizens, with exactly the same right to vote as anyone born here. We urge voters to go to the polls. Don't stay home out of fear,” warned John C. Yang, president of Asian Americans Advancing Justice-AAJC, one of the organizations advocating for the lawsuit.

Alamo-Sorino is not the only Cuban facing charges in this context. The Department of Justice announced on October 26 charges against 48 foreigners in five states, including four Cubans: Alfredo Santiesteban, 73 years old, in Pennsylvania; Osmal Loy, 70, also in Pennsylvania; Jamie Orlando Sosa Sardina, 60, in Florida; and Luis Manuel Pérez, 72, also in Florida.

Days earlier, the Department of Justice charged two other Cuban permanent residents in Florida—identified by their initials—accused of voting illegally in 2022 and 2024. One of them faces up to five years in prison for falsely declaring himself a citizen to register as a voter.

At the beginning of October, Andrés García, a 64-year-old Cuban and permanent resident in Kansas City, was arrested on charges of having participated in at least 15 elections over two decades, including 13 federal ones.

Alongside the arrests, civil rights organizations filed a federal lawsuit on Thursday to halt the so-called "Unlawful Voter Initiative," a USCIS program launched in August 2026 that reassigned hundreds of agents to investigate naturalized citizens as potential illegal voters.

The lawsuit against USCIS and the Department of Homeland Security indicates that a sample analysis revealed that 38.9% of individuals identified by the program as possible non-citizens were born in the United States.

Florida, where approximately 691,000 registered voters of Cuban descent reside, is one of the states prioritized by the federal program.

Sixty-six percent of Cuban immigrants in the U.S. are naturalized citizens, making this community one of the most subject to the scrutiny of the initiative.
