Homeowners in Palm Beach County, Florida, will be able to apply starting November 9 for assistance of up to $100,000 for essential repairs to their homes, through a program aimed at low-income families.

To participate, attendance at a prior orientation session is mandatory, and the next one is scheduled for this Tuesday, November 3rd.

The Palm Beach Housing and Economic Development Department (HED) confirmed that it has four million dollars available for the Owner Occupied Housing Rehabilitation Program, funded through the state program State Housing Initiatives Partnership (SHIP).

The call for applications will address repairs that affect the safety and livability of homes, as well as specific improvements aimed at protecting them against hurricanes.

Among the jobs considered are roof repairs, electrical installations, plumbing systems, and impact-resistant windows and doors, in addition to the removal of hazardous conditions for the health of the occupants.

The money is not intended for aesthetic renovations nor is it freely given to the owner. Repairs must meet needs verified by the program and will be carried out by authorized contractors.

Authorities clarify that each household will only receive the amount necessary to address the identified issues and leave the home in adequate conditions.

The $100,000 represents the maximum available per eligible property, not an amount guaranteed for all participants.

Applications can only be submitted online from Monday, November 9, at 12:00 PM, until Friday, November 27, at 11:59 PM, through the official county portal.

Once the enrollment period is over, Palm Beach will randomly select 50 applications to continue the evaluation process.

This does not mean that 50 property owners will automatically receive assistance. The selected files must meet the eligibility requirements, submit the required documentation, and pass the corresponding verifications.

Who can apply for assistance?

The program is aimed at homeowners with extremely low, very low, and low incomes who reside in the housing for which they are requesting repairs.

The property must have one or two residential units. Certain mobile homes manufactured after 1994 may also be considered, provided they meet the established conditions.

One of the main requirements is that the applicant must have lived in the property for at least three years, that their property rights are properly registered, and that they hold the relevant tax exemption for their primary residence, known as homestead exemption (primary residence tax exemption).

Additionally, the appraised value of the property cannot exceed 434,000 dollars.

The limits for annual income vary according to the number of members in the household. According to the table published by Palm Beach, the maximums for low-income households are as follows:

A person: 71,950 dollars per year.

Two people: $82,250 annually.

Three people: 92,550 dollars annually.

Four people: 102,800 dollars annually.

Five people: 111,050 dollars a year.

Families that exceed these limits do not meet the economic requirement for this call. For larger households, interested parties should consult directly with the department for the applicable values.

The applicant's assets, existing mortgages, property taxes, and obligations related to homeowners insurance will also be examined.

The official notice outlines asset restrictions and warns that having encumbrances, judgments, or construction work carried out without the necessary permits may hinder participation, depending on the case.

As a general rule, mortgage payments, property taxes, and insurance must be current. However, not having an insurance policy does not necessarily mean automatic exclusion, because the program allows for part of the approved assistance to be used to pay an annual premium.

The mandatory orientation begins before the application opens and is one of the most important steps for those who wish to participate.

The upcoming virtual sessions are scheduled for Tuesday, November 3, at 3:00 p.m.; Monday, November 9, at 9:00 a.m.; and Wednesday, November 18, at 12:00 p.m.

The county clarifies that pre-registration is not required to attend, but all applicants must participate in one of these meetings before submitting their application.

The orientations will take place via this official Webex link. It is also possible to join by phone by calling 904-900-2303, using the meeting code 2318 437 2342 and the password f2uH3JNEbn3.

Among the required documents for the program are the certificate of orientation attendance, valid identification for the adults in the household, proof of income, tax returns, bank statements, and documents that verify ownership.

Copies of the mortgages, homeowner's insurance, and the most recent mortgage statement are also required, when applicable.

The official list requires birth certificates, U.S. passports, or naturalization documents to prove the citizenship of household members, and for non-U.S. citizen members, a valid permanent resident card.

Therefore, interested individuals must verify their documentary and immigration requirements with HED before submitting the application. Cuban nationality alone does not determine whether a person can qualify for this program.

Another condition that deserves attention is the financial nature of the assistance. The Palm Beach local housing assistance plan for 2025-2028 describes this type of funding as a deferred payment loan, interest-free and backed by a mortgage guarantee.

The published document outlines a 15-year period and the forgiveness of the debt at the end of that term if the conditions are met. It also anticipates situations that could trigger repayment obligations, such as selling or transferring the property, converting it into a rental property, or ceasing to use it as a primary residence.

Given that the plan may have received subsequent modifications, applicants must confirm with HED what the current contractual conditions will be for the November call before accepting assistance.

This assistance for property owners differs from the Palm Beach program for paying overdue rents and moving expenses, which will open on November 4.

That assistance is aimed at tenants who meet other requirements and is processed through a different department.

For home repairs, interested parties can check the requirements and orientation dates on the official SHIP page of Palm Beach.

Those who need information or assistance in Spanish can contact the Department of Housing and Economic Development at 561-233-3600. The entity explicitly states that its notices, documents, and translation services are available in Spanish.
