The Cuban Democratic Coalition D Frente published a programmatic document titled "From Citizenship Comes the Republic", in which it calls for a civic mobilization in favor of the urgent implementation of a Provisional Electoral Law in Cuba, with a view to the electoral processes planned for 2027-2028.
The initiative, as stated in the text, aims to return the management of the country to its citizens and initiate a serious process to address the deep national crisis.
This is a communication addressed to both the Cuban people on the Island and the national community abroad.
In it, D Frente reaffirms what it defines as a "non-negotiable commitment" to work towards restoring political power to the free and plural exercise of citizenship.
The organization proposes the need to move towards a new social pact inspired by the values of a rule of law, encompassing democracy, social and political inclusion, civic culture, economic development, work, general well-being, and support for people in disadvantaged situations.
It starts from the idea that Cuba needs a "new and clean" basis of legitimacy, which can only arise from the sovereign will of its citizens.
In this regard, D Frente advocates for the urgent need for a Provisional Electoral Law, designed as an exceptional norm—possibly for a single use—that allows for the real access of a plural citizenry to public institutions of representation and governance, even in a context where fully democratic rules and institutions do not yet exist.
Those elected under this law would have the responsibility of initiating the creation of such institutions.
In its communication, the Cuban Democratic Coordination also announces that it will ask potential candidates participating in that eventual electoral process to commit to a minimal government agenda that includes the following points:
1. Release all political prisoners.
2. Define a new provisional constitutional framework that allows, with renewed guarantees, to guide the country towards an original constituent process.
3. Promote political détente and support a reciprocal, general, and complete amnesty, with the exception of those who have committed crimes from either side in the conflict.
4. Guarantee human rights by enabling freedom of expression, access to information and the press, mobility, assembly, demonstration, and association, including political rights.
5. Establish a modern business and commercial legislation capable of building an effective economic model and facilitating Cuba's access to finance, technology, and markets.
6. Approve laws of immediate necessity and carry out effective measures for the development of infrastructure, the economy, employment, education, health, social security, housing, and overall well-being.
7. Approve a law that regulates the constitutional process, the election, and the installation of the Constituent Assembly.
8. Approve a constitutional traffic law that establishes the method for institutionalizing the new Constitution and conducting general elections with all guarantees.
For this reason, D Frente proposes to the Cuban people and the State the enactment of that Provisional Electoral Law.
To support this proposal, the organization provides the country with the document "For a Regulation to Elect and Appoint State Authorities. Electoral Law Proposal", prepared by the Center for Studies on the Rule of Law Cuba Próxima, a think tank that is part of the Concertation.
The purpose of the document is to organize an electoral system that ensures the legal foundation for the start of a democratic transition process, with political pluralism and electoral competition, in light of the eventual holding of the first free elections.
D Frente also announced that, given the significance of the initiative, it will call on the Cuban public, both on the Island and in the diaspora, to endorse the proposal through a procedure that will be announced soon.
"We deeply believe that Cuba can once again belong to everyone: free, fair, prosperous, democratic, and supportive. This is the moment to pave the way for transformation, with serenity, confidence, and hope. There is no higher destiny than to rebuild together the nation we dream of and deserve," he concludes.
What is D Frente?
The Democratic Coalition D Front brings together five independent civil society organizations in Cuba that aim to promote a peaceful change of the political system in Cuba.
These groups are: the Center for Studies on the Rule of Law "Cuba Próxima," the France Association for Democracy in Cuba, the Women's Network of Cuba, the Roots of Hope Association from Spain, and Casa Nación, which brings together Cubans in the Island, Spain, and other parts of the world.
The Concertation emerged in September 2022 as a coalition of diverse Cuban civil and political actors, with the aim of promoting the reestablishment of the Republic and seeking solutions to the country's economic, political, and social issues.
In his statements, he has highlighted the rise of poverty, exclusion, violence, and despair in Cuban society as factors that make the adoption of civic and political actions urgent.
In November of that year, a message was sent to the people of Cuba in which it was explained to all citizens who are included in their democratic project.
