The Directorate of Sports, Physical Education, and Recreation (INDER) in the province of Granma clarified on Tuesday the details of the sanction imposed on pitcher Leandro Martínez, confirming that the measure, notified on February 12, consists of a one-year ban on participating in national competitive events and on being contracted.
According to the organization, which shared the note on Facebook by the official journalist Pavel Otero, the sanction is based on article 20, section I) of the disciplinary regulations, which classifies as a "VERY SERIOUS" infraction behaviors such as: taking arbitrary positions or engaging in illegal and unethical expressions against another team member, and publicly denigrating legal provisions issued by government or sports authorities for personal gain.
It also discusses the act of committing notorious and public offenses that severely undermine dignity or sporting decorum.
The regulations stipulate that penalties classified as very severe must be served in full, with no possibility of being reduced by half. For this reason, the INDER of Granma emphasized that Martínez has only served six months of suspension, and that the measure does not mean "two National Series," but only his absence from Series 64.
Pavel Otero's opinion: "There are inconsistencies in the regulations."
In his post, Pavel Otero, one of the faces of the communist regime on national television, expressed that although the current regulation does not allow for the reduction of very severe penalties, it would be advisable to revise the rules to consider reducing penalties when the athlete's behavior warrants it and the context allows.
"Even the most severe penalties of the Civil Penal Code can be reduced with due process. The most important thing is to save and reintegrate the human being whenever possible," Otero stated, who also pointed out inconsistencies in the application of the sanctions:
"We have had players involved in physical assaults during the game with suspensions of only two or three matches, while Leandro Martínez is sanctioned with a year without having physically assaulted anyone," stated the sports commentator.
