The informal currency market in Cuba opens this December 15 with a notable update: the price of the euro falls.
At dawn this Monday, the European currency falls to 480 CUP per unit, reflecting a decrease of five pesos compared to the value it reached last Friday.
In the case of the dollar and the freely convertible currency (MLC), there are no changes.
The U.S. dollar remains pegged at 440 CUP, while the MLC holds steady at 295 CUP, as revealed in the independent media's daily report this Monday elTOQUE, which documents the fluctuations of currency prices in Cuba.

New system for managing and controlling foreign exchange in Cuba
Last week, the Cuban regime announced that on December 17, the Decree-Law 113/2025 will come into effect, which legalizes and regulates the internal use of the dollar, the euro, and other foreign currencies within the national economy.
The new legal framework establishes a management, control, and foreign currency allocation system that signifies a break from the "Monetary Order" of 2021, allowing the Central Bank of Cuba and the Ministry of Economy and Planning (MEP) to authorize transactions in foreign currency.
Among the main measures are:
The use of the dollar and other currencies for domestic transactions is authorized.
The Currency Access Capacity Allocation (ACAD) is established, a mechanism that will allow authorized businesses and individuals to purchase foreign currency from the State using Cuban pesos.
-Bank accounts in foreign currency are legalized for Mipymes, cooperatives, and self-employed workers.
Non-state entities may only retain up to 80% of their income in hard currency; the remainder must be handed over to the State.
-Internal payments in dollars or euros are permitted, consolidating a dual economy where access to foreign currency will be a regulated privilege.
Although the government insists that it is a "temporary" measure, the decree institutionalizes the partial dollarization of the Cuban economy and reinforces state control over the flow of foreign currency, deepening the gap between those who operate in dollars and those who rely on the CUP.
