Cuban youth identified as a suspect in the murder of a diplomat in Peru

The Peruvian police identified Layro Isaac García, 27 years old, and a native of Havana, as the alleged perpetrator of the murder of Indonesian diplomat Zetro Leonardo Purba, which occurred on September 1, 2025, in the Lima district of Lince.

According to a final report from the Homicide Division of Dirincri, accessed this week by the Investigation Unit of El Comercio de Perú, the document states that the Cuban was part of a hitman network along with Venezuelan citizens and that the crime was allegedly ordered by an individual identified by the alias "Chato."

Isaac García was captured by agents from the Robbery Division of Dirincri in a hotel located in San Martín de Porres, and —according to the report— he was in Peru with a temporary residency permit.

The cited final report attributes to Isaac García the shot that ended the life of the diplomat.

To support the identification, it mentions an anthropological examination and the analysis of security cameras, which would have confirmed his identity and direct involvement in the crime scene.

The document outlines the roles of several alleged accomplices, all of whom are Venezuelan. According to the same report, Wuilson Soto López (24), alias "Primo," was identified as the driver of the motorcycle used for the escape.

Kerbis Rojas Madriz (24) and Luis Torres Rojas (22) are believed to have conducted the reconnaissance prior to the attack.

The report adds that Torres Rojas was the owner of the motorcycle and that he confessed to the police the identity of the Cuban and Jhayker Echenagucia Quijada (23), known as "Malaco," who is believed to have guarded the weapon used in the crime.

One of the pieces of evidence mentioned by the investigators is a WhatsApp conversation between Torres and Kerbis, where they coordinate to summon the Peruvian known as "Chato" to collect from him.

The initial police hypotheses mentioned in the document suggest that "Chato" may have commissioned the murder.

The report concludes that the motive would be economic. The main hypothesis suggests that "the order" would be related to financial interests affected by "the victim's decisions or access to financial processes" and that, by its nature, it would be a recent and functional conflict, not a personal one.

On August 29, 2025, at 6:00 p.m., the members of the band "Los Maleantes del Cono" would have begun surveillance on Zetro Leonardo Purba.

They were moving on two motorcycles and even exchanging clothing, unaware —according to the report— that municipal cameras were recording their behavior; they were intercepted by the police and left the scene.

On September 1st, at the same time, the gang would have been waiting for the victim.

The diplomat, after leaving work, allegedly went to a currency exchange and then, upon arriving at the entrance of the building where he lived, on block 3 of Av. César Vallejo, was murdered, according to police reports.

Purba arrived in Lima in 2025 with her family and served as the organizing chancellor in her country's diplomatic mission in Peru.

Between 2019 and 2022, he served at the Consulate General of Indonesia in Melbourne, Australia, as treasurer and housing planner. Upon completing his work in that country, he returned to the Indonesian capital, Jakarta, and continued to hold positions in the Ministry of Foreign Affairs.

According to Peruvian authorities, Los Maleantes del Cono is a criminal organization made up mainly of foreign citizens, operating in the northern area of Lima, and has been linked to extortion crimes and contract killings.
