The Prime Minister Manuel Marrero once again appealed to the "plan against plan" discourse amid the deep energy crisis facing Cuba.

In a message on X, Marrero shared an image of José Martí along with the following quote: “Our enemy obeys one plan: to inflame us, disperse us, divide us, suffocate us. That is why we obey another plan: to teach ourselves in all our might, to tighten, to unite, to outsmart it... Plan against plan.”

The statement, accompanied by the hashtag #CubaVencerá, insists on a narrative of confrontation while the Cuban people face increasing difficulties in their daily lives.

The call comes in a context of citizen unrest due to prolonged power outages and fuel shortages, which are impacting transportation, economic activity, and basic services. The country is practically paralyzed, and the regime offers no solutions to the crisis.

Last week, during the meeting with the highest government authorities, Marrero focused the discussion on implementing measures to address the fuel crisis. He emphasized the need for stricter control of resources in each territory and acknowledged that Cuban SMEs have begun importing fuels.

"We must acknowledge that there are contributions from non-state management forms to ensure the vitality of some important centers," stated Marrero, indicating that it is the Cuban entrepreneurs who are preserving strategic areas in the country.

The regime proposes a "counter-plan," but it has been decades since it has emerged from the crisis, and each government proposal further plunges Cubans into extreme poverty.
