José Daniel Ferrer confirms the detention of Panamanian citizens in Cuba

The Cuban opposition figure José Daniel Ferrer confirmed on the social media platform X the detention of Panamanian citizens in Cuba and rejected the version provided by the Ministry of Interior (MININT), asserting that “the tyranny lies” about the events.

According to Ferrer, the "Panamanian friends" were arrested for writing graffiti in support of the island's people, but other "solidarity friends from the sister nation" also provided food to needy families. The activist posted images of some of the painted messages and stated that they will be "in Miami soon to tell the true story."

The official version

This Monday, the MININT informed of the detention of ten Panamanian citizens accused of engaging in activities promoting propaganda against the constitutional order, as outlined in Article 124 of the Cuban Penal Code.

According to the official statement, the arrests took place on Saturday, February 28, 2026. Authorities claim that those involved entered Cuba with the intention of creating and placing signs deemed "subversive" and contrary to the current political system.

The Ministry noted that, according to preliminary investigations, the detainees had allegedly received prior instructions to carry out the actions and leave the country immediately. Upon their return to Panama, they were reportedly to receive a payment of between 1,000 and 1,500 dollars per person.

Likewise, the MININT indicated that those arrested initially acknowledged their involvement in the events, although details regarding the locations where the signs were placed and the exact content of the messages have not been disclosed.

Ongoing research

The crime of propaganda against the constitutional order includes penalties for the production, dissemination, or possession of materials deemed contrary to the political system.

Authorities reported that the investigation is ongoing to clarify possible external links and the coordination of actions within the country. So far, it has not been confirmed whether those detained have legal representation or if contact has been established with Panamanian consular authorities.

The case has generated reactions on social media and adds a new episode of tension to the Cuban political landscape.
