A case of animal abuse has sparked outrage among neighbors and activists in the La Lisa municipality of Havana after someone reported the situation of a dog that remains tied up under the sun, without adequate access to water or food.

The report was shared on social media by the independent project BAC (Bienestar Animal Cuba), which stated that it had received an urgent report from a neighbor concerned about the conditions in which the animal is living in the Arroyo Arena area.

The dog is a crossbreed of a Belgian Malinois shepherd. It is located at a residence on 41A and 282 street, described as the second house on the left when entering the block. According to the complainant, the animal spends much of the day tied to a fence, exposed to intense sunlight and lacking the basic necessary care.

The neighbor who alerted about the situation stated that the owners apparently do not stay in the house during the day and only return after 6:00 PM. He even claimed that he went to the place to try to talk to the responsible parties, but found no one at home.

BAC condemned the situation and described what happened as an act of cruelty that endangers the life of the animal. The organization called for immediate intervention from authorities and animal protection groups to rescue the dog and clarify responsibilities.

"This is not just negligence; it is an act of cruelty that we will not tolerate in our community," the association stated in its public complaint.

They also urged the local residents to document any evidence that could assist the authorities or activists in taking action more swiftly. Photographs, videos, or information about the owners could be crucial in strengthening the complaint.

The case brings back to the forefront the persistence of animal abuse situations in Cuba and the lack of effective mechanisms to ensure the protection of domestic animals, an issue that has frequently been reported by activists and independent organizations on the island.
