Spanish parties present initiatives to democratize Cuba and condemn the dictatorship

VOX and Junts per Catalunya presented last Tuesday respective Non-Legislative Proposals in the Congress of Deputies of Spain related to Cuba, both aimed at being discussed in the Foreign Affairs Committee.

The two initiatives, differing in ideological orientation but converging in their assessment of the island, draw on data from the Cuban Observatory of Human Rights (OCDH) to document the depth of the crisis facing the Cuban people.

The proposal from VOX, registered by the deputy María José Rodríguez de Millán Parro along with Carlos Flores Juberías, José María Sánchez García, and Alberto Asarta Cuevas, explicitly condemns the Cuban communist dictatorship and describes the current situation as an "economic and social collapse."

On its part, the initiative of Junts per Catalunya is based on the premise that Cuba has been suffering for years under an antidemocratic regime and seeks to promote democracy on the island from the Spanish parliamentary sphere.

Both proposals agree on identifying energy deterioration as one of the most devastating factors of the current crisis. The dependence on Venezuela, which deprived Cuba of two-thirds of its energy imports, has dramatically worsened the situation for the population.

This scenario is further compounded by the projections of an additional decline of 7.2% in 2026, which predict a worsening of living conditions on the island unless structural changes occur.

In terms of repression, the data from OCDH collected in both reports documents at least 231 actions in February 2026 and 277 in March, reflecting a sustained escalation of institutional violence against the Cuban citizenry.

The VOX proposal also includes a request for the suspension of the Political Dialogue and Cooperation Agreement between the European Union and Cuba, as a measure of pressure due to the lack of democratic progress on the island.

It is noteworthy that, during a recent vote in Congress, VOX and Junts voted against a proposal from Sumar that urged the Spanish government to demand an end to the coercive measures imposed by the United States against Cuba, highlighting the ideological distance between the two parties despite their agreement on the assessment of the Cuban regime, as pointed out by Infobae.
