The branch in Sancti Spíritus of the corporation Comercio Interior, Mercado Externo (Cimex) has opened a bidding process to lease 12 commercial establishments distributed across several municipalities in the province, with a call that will close on July 23, announced this Sunday by the official newspaper Escambray.
The available spaces include sales points, cafés, and a warehouse located in Jatibonico, Taguasco, Fomento, Sancti Spíritus, Cabaiguán, and Yaguajay. State-owned companies, self-employed workers, and micro, small, and medium enterprises (MSMEs) can participate.
The complete list of properties includes the PDV El Parque and PDV Jatibonico 2 in Jatibonico; the Café Shop Taguasco in Taguasco; the PDV El Central and El Turquino in Fomento; the PDV Almiquí, Coppelia, and Guasimal, plus the Central Warehouse, in the main municipality; the PDV Guayos in Cabaiguán; and the PDV Meneses and Mayajigua in Yaguajay
Those who wish to participate must submit their proposals in a sealed envelope to the Commercial Department of Cimex, located at the corner of Avenida de los Mártires and Circunvalación, Olivos I.
The required documentation includes a photocopy of the identity card, proof of the applicant's legal status, the name and budget of the project, a description of the planned activities, and, if any major repairs are planned, a construction project supported by the owner of the property.
The opening of the envelopes will take place in the presence of a notary public. According to the report, "the specialists in charge of the process will timely inform the participants about the location, date, and time" of the event, "which ensures the transparency of the process."
The mechanism is governed by Resolution 40/2022 of the Ministry of Domestic Trade, which establishes the principles of transparency, equality, publicity, and competition for this type of call.
This tender is part of a trend the Cuban state has maintained since 2022, when it announced the transfer of 300 dining establishments.
Since then, the Interior Trade has put out to tender cafeterias, butcher shops, and bars in various territories, and in August 2025 the government awarded state bars in Holguín under the same scheme.
In March, Tiendas Caribe auctioned another property in Havana, and this month the international airport of Varadero leased infrastructure due to operational paralysis caused by the aviation fuel crisis.
Critics argue that these calls do not reflect a development policy but rather the state's inability to maintain its own commercial network.
In this way, the accumulated deterioration from decades of inefficient state management is passed on to private entrepreneurs, who lack stable legal guarantees and face the ongoing risk of having their contracts revoked at any moment.
