The U.S. Department of State retweeted from its official account on X the analysis published by The Federalist regarding the Cuban report, highlighting how the regime of Fidel Castro transformed Soviet Marxism-Leninism into a "third-worldism" designed to export the revolution into the heart of the West, including the United States.
The document in question is a 100-page report titled «Cuba: The Capital of 21st Century Communism», published on July 20 by the Trump administration. According to the text, Cuba has served as «the beating heart of a new and distinct type of Marxism, forged around a dominant resentment and a fundamental hatred towards the United States and the West».
The analysis from The Federalist, which the State Department amplified as an official stance, explains that the Cuban revolution of 1959 marked an ideological shift by incorporating the colonized nations of the Global South as a new "oppressed proletariat" in the struggle against Western powers.
The report states that in 1966, Castro convened the Tricontinental Conference in Havana to organize Marxist movements from Africa, Asia, and Latin America, with the declared goal of provoking "two, three, or many Vietnams".
Since 1959, the Cuban regime has trained guerrillas, revolutionaries, and terrorists from across the Third World and deployed military advisors in Venezuela, El Salvador, and Yemen, among other countries. The document also details how Cuba helped bring the socialist regime of Hugo Chávez to power in Venezuela in 1999, which ensured access to Venezuelan oil resources.
In the intelligence front, the report outlines the operations of the Cuban Intelligence Directorate (DI), which managed to infiltrate the U.S. government with agents in the National Security Council, the State Department, and the CIA.
Within the United States, the document states that Cuba actively supported the student terrorist group Weather Underground — responsible for bombings at the Capitol and the Pentagon during the 1970s — and organized the Venceremos Brigades, trips to Cuba where American activists received training to destabilize the country from within.
The report also links the Cuban regime to the promotion of racial conflict, by supporting the Black Panthers, the Black Liberation Army, and figures such as Stokely Carmichael and Eldridge Cleaver. Cuba provided refuge to Assata Shakur, convicted of killing a police officer, who fled to the island in 1984 and was welcomed as a "martyr," where she lived until her death in 2025.
Among contemporary actors, the document links organizations such as Antifa, People's Forum, and National Lawyers Guild with the objectives of the Cuban regime to subvert the United States.
The Congress summoned last Tuesday The People's Forum, BreakThrough News, and Tricontinental: Institute for Social Research to investigate their alleged links to Havana and potential violations of the Foreign Agents Registration Act (FARA).
The Department of Justice and the Treasury are investigating more than 145 pro-Cuba organizations with combined annual revenues of approximately 1 billion dollars.
The report is part of the maximum pressure strategy of the Trump administration, which since January 2026 has accumulated over 240 sanctions against the Cuban regime and imposed a maritime blockade to prevent the import of oil to the island.
The capture of Nicolás Maduro in January 2026 also eliminated one of Cuba's main allies in the region and disrupted the flow of Venezuelan crude oil to Havana.
The Federalist concludes that "sanctioning Cuban entities as state sponsors of terrorism opens new avenues to investigate and shut down their subsidiaries in the United States," a stance that the State Department has adopted by amplifying the article from its official account.
