I assume that just as the CIA selected Delcy Rodríguez for the Venezuelans, it will be looking for another Rodríguez for Cuba. It could be Bruno Rodríguez Parrilla so that Rubio has a peer-to-peer connection, or the CIA might lean more towards pure criminal mafia, in which case "Raulito" would come out on top.
Delcy Rodríguez stands out for her cooperation with Rodríguez Zapatero, so the descendants of Rodrigo “El Cid” are very active.
If the goal is to reach directly to those in power in Cuba, the CIA is hitting the mark by bringing "Raulito" to talk in St. Kitts. Why waste time?
