The United States Southern Command (SOUTHCOM) announced this Tuesday that the Joint Task Force West Hemisphere (JTF-WHEM) carried out a lethal kinetic strike against a go-fast vessel operating on established drug trafficking routes in the Eastern Pacific, resulting in the deaths of five individuals, whom the military command referred to as "narcoterrorists."
The statement, released on the official account of SOUTHCOM, noted that “intelligence confirmed revealed the active involvement of the vessel in drug trafficking.” The operation was accompanied by a video from an infrared thermal camera taken from an aircraft, showing the boat being tracked with target tracking reticles.
The JTF-WHEM was formally activated on August 4, 2026 by order of General Francis L. Donovan, commander of SOUTHCOM, under the command of Major General Kevin Jarrard from the Marine Corps. The new structure replaced the previous Joint Task Force Southern Spear and integrates military capabilities from the U.S. with those of 18 partner countries in the American Coalition Against Cartels (A3C).
The attack on Tuesday is the deadliest recorded in a single action since the JTF-WHEM was activated in August. Its initial operations resulted in two deaths in the Eastern Pacific on August 24, and four in the Caribbean two days later.
The campaign of direct lethal attacks against vessels allegedly linked to drug trafficking began in September 2025 under the designation Operation Southern Spear, partially replacing traditional interdictions with direct strikes. Since then, the attacks have resulted in at least 238 deaths in 79 operations, according to the tally by InSight Crime as of October 4th.
The campaign has generated increasing legal controversy. The Pentagon's inspector general began an evaluation in May 2026 regarding compliance with the target selection procedures in these attacks, according to NBC News.
For his part, the UN Special Rapporteur on human rights and the fight against terrorism, Ben Saul, concluded that the operations could constitute extrajudicial executions and would not be justified under international law.
The U.S. has not presented independent public evidence that all the attacked vessels were transporting drugs, nor has it identified all the victims of the campaign.
The operation on Tuesday raises the accumulated toll of the JTF-WHEM to at least 15 deaths since its activation in August, as part of a strategy that Washington defends as essential to dismantle drug trafficking networks in the Western Hemisphere.
