The President of the United States, Donald Trump, announced this Monday the deployment of Tom Homan, one of his key officials in immigration matters known as the “border czar,” to Minnesota to lead the operations of the Immigration and Customs Enforcement (ICE) in that state and oversee federal investigations related to the ongoing immigration operation.
The decision comes amid a strong social and political tension unleashed by the immigration enforcement operation known as Operation Metro Surge, which has been underway since December 2025 in the Minneapolis and Saint Paul region.
This mobilization of federal agents has included mass arrests and confrontations with residents and protesters, and has been criticized by local and state authorities as well as civil rights organizations.
The White House, through posts on Trump's own social media and official statements, indicated that Homan will be responsible for coordinating ICE's actions on the ground, in addition to leading investigations into alleged multimillion-dollar fraud in social assistance programs in Minnesota, events that the administration has linked—although without presenting conclusive evidence—to violence and protests in the area.
Trump has indicated that Homan will report directly to the White House, emphasizing his experience as a former acting director of ICE and his track record of hardline immigration policies.
The announcement comes after federal agents fired at several individuals during the operation, including two fatal incidents that have sparked a wave of outrage and protests in Minneapolis and beyond.
Among the victims is Alex Pretti, a 37-year-old nurse who was shot dead on January 24 by agents during a confrontation between federal forces and residents or protesters, an incident that has intensified the discussion about the use of force and the limits of federal presence.
The measure has been defended by officials from the Trump administration, including leaders from the Department of Homeland Security, who argue that federal oversight is necessary to ensure public safety and to continue the arrest of immigrants deemed to be high-risk individuals.
However, the response from local authorities has not been unanimous. The governor of Minnesota, Tim Walz, along with other Democratic leaders and community figures, have repeatedly called for the withdrawal of federal agents and criticized the deployment, arguing that it has created an atmosphere of fear, confrontation, and mistrust within the community, while also requesting independent investigations into the shootings and the actions of ICE.
Homan's shipment to Minnesota marks a new turn in a migration crisis that has placed the relationship between federal and state authorities, the use of law enforcement, and the immigration policy of the Trump administration at the center of national debate.
