The Puerto Rican lawyer Enrique Prieto, specializing in investment funds and residing in Florida, stated this Saturday that Cuba presents a significant opportunity for investors and revealed that he is already working with groups of North American, exiled Cuban, and Puerto Rican capital who are waiting for the right moment to enter the island.
Prieto —cousin of the Governor of Puerto Rico, Jenniffer González Colón— was interviewed by the analyst Albert Fonse, who described him as a Cuba expert with experience in managing investment funds.
"I am working with several groups of American investors, as well as Cuban investors who are here in exile, and investors from Puerto Rico, who are focused on Cuba and are ready to invest in and develop the country," the lawyer stated.
However, this optimistic view contrasts with the stance of other actors in the business and political world.
From Miami, voices from the exile community have warned that there will not be a single cent of investment as long as the Cuban regime does not provide real guarantees to investors.
The U.S. Secretary of State Marco Rubio has been unequivocal in referring to Cuba as a communist country run by incompetent communists, ruling out any economic improvement under the current system.
In the same vein, Rubio has emphasized that the Cuban economy cannot change unless the political system that governs it changes, casting doubt on any real opening to foreign capital.
International indices support this skepticism: Cuba ranks as the least free economy in the Americas and the second least free in the world, which poses a structural obstacle for any investment project.
On its part, the Cuban regime has announced a limited opening for investments from Cuban emigrants, although analysts point out that the conditions offered are far from what international markets demand.
Among the main obstacles identified by experts is the lack of real legal guarantees, independent arbitrators and dispute resolution mechanisms that provide confidence to foreign investors.
