An internal document leaked from Empresa Eléctrica de La Habana reveals how the Cuban regime orchestrates from above the supposed "spontaneous" response of workers in the face of the federal criminal charges against Raúl Castro.
The journalist Mario J. Pentón, published a leaked document that shows quotas of people to be mobilized by each UNE unit, transportation starting at 5:00 am, mandatory clothing colors, and personal responsibility of the directors for the attendance of their subordinates.
"Everything is so spontaneous that they even keep track of the rams; moreover, they tell them how they should dress," noted the reporter.
The text, identified as «Indication No. 10» and signed by the licensed Yusmel Gómez Ramírez, General Director of the Electric Company of Havana, with the official seal of UNE (Cuban Electric Union), was dated this May 21, 2026.
Its stated purpose is "to guarantee the participation, organization, and discipline of workers in the act of revolutionary reaffirmation and support for Army General Raúl Castro Ruz, Leader of the Cuban Revolution."
The event was called for 7:00 am this Friday at the José Martí Anti-Imperialist Tribune, in front of the United States Embassy on the Havana seawall.
The meeting point was set at the Parque de Línea y L, where snacks would be provided for each participant. Two buses would leave at 5:00 am for the employees living near the company.
Regarding the dress code, the document is explicit: "The established dress codes of the company must be respected, avoiding inappropriate clothing and/or attire with unsuitable advertising, and the colors blue, white, and red should preferably be used." The linemen were required to attend in full uniform.
An annex lists 41 business units with individual participation quotas, ranging from three workers in the case of Cuadros and the Energy Group to 100 at the UEB Plaza and Playa. The total to be mobilized amounts to 971 workers.
The directive also states that "during Friday's shift, only the workers on a 24-hour schedule and the Electric Guard will work," which means that the regular workday is suspended for the rest of the staff.
The act responds to the federal criminal charges filed on May 20 by the United States Department of Justice against Raúl Castro and five former Cuban military personnel for the downing of two small planes belonging to Brothers to the Rescue on February 24, 1996, which resulted in the deaths of four Cuban Americans: Armando Alejandre Jr., Carlos Costa, Mario de la Peña, and Pablo Morales.
The regime called the Anti-Imperialist Forum to defend Raúl Castro and described the charges as "deception" and "scandalous." This Friday, the Council of State and the Cuban Parliament came to his defense with official statements.
It is not the first time that the UNE has mobilized its employees for political purposes. In October 2025, the company took its workers to march in support of Nicolás Maduro while the country was experiencing blackouts lasting up to twenty hours a day.
On May 1, 2026, the central event was also moved to the Anti-imperialist Tribune, where Raúl Castro presided over the event in his first public appearance in several months.
The leaked document unusually quantifies the mechanics of these mobilizations and reveals that the "revolutionary reaffirmation" does not originate from the people, but rather from a directive that was signed, sealed, and distributed by the management of a state-owned enterprise.
