José Daniel Ferrer, leader of the Cuban Patriotic Union (UNPACU), posted this Saturday on Facebook a direct message to military personnel, police, and officials of the Cuban regime, urging them to heed the public call from the CIA and collaborate with the American agency before what he describes as the inevitable fall of the dictatorship occurs.
"If you are military, police, or an official of the Castro-communist regime, the CIA has just given you the opportunity of a lifetime. They are offering you the chance to contact them to collaborate and save yourself from what is coming: the resounding fall of the tyranny that has caused so much harm to the Cuban people," wrote the opposition member from Miami.
Ferrer’s message responds to a coordinated campaign between the State Department and the CIA launched in the last two days. Secretary of State Marco Rubio publicly invited Cubans seeking to "create positive change" to establish a "discreet partnership" with the agency.
This Saturday, the CIA took a step further: it published a video in Spanish and a seven-step guide for Cuban citizens to contact it securely and anonymously, asking interested individuals to indicate their position, location, and level of access to information.
The instructions include using a device not linked to personal identity, avoiding usual networks, connecting via a VPN with a server outside of Cuba, Russia, Iran, or China, browsing in incognito mode, creating a disposable email, and deleting the history after contact.
The United States Southern Command also amplified the call, urging Cubans to "seize the moment" to promote political change on the island.
This offensive is part of a sustained escalation. As revealed by The New York Times last August, the CIA created a secret unit dedicated exclusively to Cuba, elevated to "Priority 1" status along with China, Iran, and Russia, consisting of recruitment agents, analysts, cyber operations specialists, and experts in covert influence.
The regime responded with sarcasm. The Deputy Minister of Foreign Affairs Carlos Fernández de Cossío mocked the call and asserted that there must be "a great deal of desperation or poverty" within the CIA to have to sell their offerings "like toothpaste."
The chancellor Bruno Rodríguez Parrilla rejected the pressures from Washington with a veiled warning: "On our shores, there are beautiful beaches, but also dog tooth." Miguel Díaz-Canel, for his part, stated that the United States does not abandon its "ambitions of domination over Cuba."
Ferrer, who arrived in Miami in October 2025 after being released as part of a Vatican-mediated agreement and subsequently detained again, has been sending similar messages to the repressive bodies of the regime for months. In January 2026, he already released an open letter to members of the FAR and the MININT urging them to support political change and abandon repression.
The opposition member also denounced in May the "double standard" of the Cuban regime after it was revealed that the Minister of the Interior Lázaro Álvarez Casas and General Ramón Romero Curbelo, head of the Intelligence Directorate of MININT, met with the CIA director John Ratcliffe during a visit by a U.S. presidential delegation to Havana, while the regime incarcerates dissidents accusing them of being agents of that very agency.
