University of Holguín professors join protests against ETECSA and support students' demands

Law professors from the University of Holguín criticize ETECSA's price hikes, demand public consultation, and defend student demands against inadequate government responses.

Professors from the Law program at the University of Holguín have publicly expressed their dissatisfaction with the new fees imposed by the Cuban Telecommunications Company (ETECSA), and they have supported the student protests against the Cuban communications monopoly.

Disseminated on Facebook by professors José Augusto Ochoa del Río and Juan José Vera Laguna, the document, signed by professors of General Theory of Law and Philosophy of Law from the Law program of the University of Holguín, rejects the tariff increase by ETECSA and condemns the responses given by the management to the university students.

The text demands the suspension of the measures implemented by ETECSA, indicating that the decision is not exclusive to this company.

It also requests a "transparent" consultation process with citizens and a respectful, inclusive, and "non-disqualifying" approach to student demands.

According to the statement, although the administrative leaders (Head of the Law Department and Dean of the Faculty of Social Sciences) have supported the students in their demands, they did not join the declaration.

We, the professors of General Theory of Law and Philosophy of Law in the Law program at the University of Holguín,

Holguín, June 7, 2025

We, professors of General Theory of Law and Philosophy of Law from the Law program at the University of Holguín,

A partir de la situación generada por el aumento de las tarifas de ETECSA, irresponsible action, deliberately neoliberal, and with the approval of the Government of the Republic; sumado, a las diferentes manifestaciones de varios colectivos estudiantiles, con o sin apoyo de la FEU, y de algunos de nuestros propios estudiantes de la carrera holguinera, declaramos:

1. Nuestro más energetic rejection of the measures implementadas por la única empresa de telecomunicaciones de Cuba, la cual violando lo establecido, en el contrato de adhesión que ella misma dispone, establece tarifas de acceso a los servicios de internet que consideramos abusivas y discriminatorias, para importantes segmentos de la población. Decisión tomada sin previa consulta, y comunicada de manera, no solo ineficiente, sino además irrespetuosa. En la llamada era digital y ante la informatización de la sociedad, proceso en en el que llevamos ya un buen tiempo, convertir el acceso a la información en un privilegio no es un progreso.

2. La medida en cuestión it obeys economic criteria que han permeado las decisiones de gobierno en los últimos años en Cuba, priorizando por encima de la calidad de vida de la población, la necesidad, dícese imperiosa, de captar moneda fuerte. No es el primer servicio que se dolariza en nuestro país, total o parcialmente, algo que consideramos inaceptable, pues nuestros trabajadores, salvo escasísimos casos, no reciben su remuneración en divisa extranjera.

3. De igual manera, consideramos que las respuestas dadas hasta el momento a las exigencias estudiantiles, han sidovacancies, technicians, and that would widen the gap of inequalityen el país. Igualmente declaramos nuestra preocupación con el tratamiento político que se le ha dado, de manera general, a las manifestaciones de los estudiantes universitarios. En nuestra facultad y carrera, hasta el momento, los estudiantes no han estado sujetos a retaliaciones de ningún tipo, pero sabemos que en otros centros no ha sido de igual manera, y nada quita que, por desgracia, se entronice un actuar represivo que no ha sido poco frecuente con reclamos y quejas de la población en los últimos años fundamentalmente.

4. Nuestros estudiantes han manifestado su inconformidad, de manera pacífica y legal, merecen todo el respeto y la consideración de quienes están ejerciendo su derecho constitucional a expresarse y quejarse libremente, en una sociedad que intenta ser la más justa posible. We reject the disqualifications of the confusedo influenciados por agentes externos, argumentos ya típicos y manidos con los que se pretende deslegitimar sus justos reclamos.

Based on the above, we request.

a) La suspension of the measures implemented by ETECSA, que como todos sabemos no es una decisión exclusiva de esta empresa.

b) Un transparent consultation processcon la ciudadanía.

c) Un respectful, inclusive, and non-disparaging treatment, de las demandas estudiantiles.

Our university students have shown us a remarkable display of civic duty and political courage. They have the most to lose, and as professors of legal subjects, we cannot do anything but support their demands for work, dignity, humanism, and ethics, in pursuit of freedom, equity, equality, solidarity, well-being, and both individual and collective prosperity—values outlined in our Constitution, despite being very difficult to realize under current economic and social conditions.

Our students are not confused; perhaps they are the most insightful of all.

Note: Our administrative leaders, namely the Head of the Department of Law and the Dean of the Faculty of Social Sciences, have supported the students during these days, but they do not endorse this statement. The professor of Constitutional Law has expressed her support for the students.
