The Cuban regime claims that it has the "willingness and capacity" to trade with any nation

The Cuban regime's Foreign Minister, Bruno Rodríguez Parrilla, stated this Tuesday that Cuba has the "willingness and capability" to develop economic and trade relations with any nation, amidst a context of international tensions and a deep internal economic crisis.

The statement was published by the chancellor himself on his official account on the social network X, where he defended the island's right to trade without external interference.

"As a sovereign nation, Cuba has the willingness and capability to develop economic and trade relations with any country. International trade should unfold in this manner, without the government of a powerful nation having the prerogative or ability to dictate how and with which countries another state can conduct its foreign trade," wrote Rodríguez.

The statements come as the Government seeks to project an image of economic openness following the publication in Official Gazette No. 24 of a new legal framework regulating partnerships between state-owned enterprises and non-state actors, including private SMEs and cooperatives.

Decree-Law 114/2025 establishes the figure of the Mixed Limited Liability Company, which will allow the formation of enterprises with combined capital from the state sector and national private sector.

It also authorizes state entities to acquire stakes in existing small and medium-sized enterprises (mipymes), absorb them, or sign economic association contracts without the need to create a new legal entity.

However, all these operations must have the explicit approval of the Ministry of Economy and Planning, which will direct and control national policy in this area.

The regulations establish technical and administrative filters and maintain state oversight over the allocation and control of foreign currency.

Although the new companies will not be formally subject to the Economic Plan and will be able to export and import directly, they will need to report strategic indicators to the State and comply with limits established in sensitive sectors.

Amid inflation, fuel shortages, and declining foreign earnings, the Government maintains that these measures are part of the urgent transformations needed to stabilize the economy and increase national production.

Additionally, they also have recent statements from the President of the United States, Donald Trump, who claimed that his administration will initiate a “friendly and controlled takeover” of Cuba, in remarks attributed to an exchange with reporters at the White House.

Rodríguez's words on trade sovereignty come at a time when the island faces financial constraints and difficulties accessing international markets, while trying to reorganize its economic model without relinquishing central control over the main levers of productive activity.
