Cuban regime worried about a social outbreak: The image that exposed them on national television

An official slide accidentally projected during a live broadcast on the state channel Canal Caribe revealed this Friday what the Cuban regime hides behind its municipal tours: the real objective of Miguel Díaz-Canel's meetings with the Defense Councils is to prevent a social outbreak.

The slip occurred at 6:33 in the morning during the program Revista Buenos Días, when in the background of an interview with two officials an official presentation became visible featuring the following text: “COMPLIANCE WITH DIRECTIVE 2 OF THE PRESIDENT OF THE CDN AND THE ACTIONS IN THE POLITICAL, ECONOMIC, SOCIAL, AND COMMUNICATIONAL SPHERE TO AVOID A SOCIAL OUTBREAK”.

On the same day, Canal Caribe showcased Díaz-Canel's tour of Old Havana, Arroyo Naranjo, and La Lisa as an effort to address "the complex current situation," with a focus on food production, services, and community engagement.

The leaked image reveals that these visits have a purpose not publicly declared: to manage, from the political, economic, and communication spheres, the risk of a social explosion.

During the tours on Thursday, the leader demanded that the local authorities provide "definitive solutions" so that the more than 348,000 retirees in Havana can receive their pensions every month, and he emphasized the importance of "maintaining public tranquility."

The regime's concern is not unfounded. In June 2026, there were 107 street protests in Cuba, a historical record and nearly double the previous maximum of 54 recorded in March, with 82 of those protests concentrated in Havana.

May had been even more tumultuous: 1,311 protests across the country, a 42% increase compared to April, according to data documented by independent analysts.

The triggers are the same as always: blackouts of up to 48 consecutive hours in Havana and 87 hours in Matanzas, shortages of food, water, and waste collection. Cubalex recorded 319 repressive events between June and mid-May 2026, including 135 repressive actions in prisons and streets just in June.

The "Directive 2 from the President of the CDN" mentioned in the slide refers to the National Defense Council, chaired by Díaz-Canel, which in January 2026 approved the plans for transitioning to a State of War.

The fact that the base document dates back to July 2021—the same month as 11J—and continues to serve as the current doctrinal framework in 2026 reveals the continuity of a strategy designed to contain social unrest through territorial military structure.

On July 12, Díaz-Canel had already inspected the plans for the "War of Everyone" in the Cerro municipality, demanding that the defense councils act "without waiting for new instructions" in light of a potential exceptional situation.

Historian Rafael Rojas warned in May 2026 that the regime's collapse could occur through “an uncontrollable social outbreak”, a scenario he deemed “very close.”

The footage captured this Friday on state television confirms that the regime itself shares this assessment, even if it doesn't admit it on camera.
