Panels, batteries, and inverters will be exempt from customs tax in Cuba

Solar panels, batteries, inverters, and other components related to renewable energy systems will be exempt from Customs Tax, as stipulated by the Resolution 41/2026 from the Ministry of Finance and Prices, published this Thursday in the Official Gazette.

The regulation provides for the exemption from Customs Duty for the importation of photovoltaic solar systems, solar water heaters, photovoltaic pumps, small-scale wind turbines, biodigesters, and equipment intended for electricity generation from renewable sources, as well as their parts, components, and accessories.

The benefit also extends to associated components such as solar panels, inverters, batteries, transformers, controllers, support structures, and other devices necessary for the installation and operation of these systems, as long as they correspond to the items included in the list approved by the resolution itself.

In the case of natural persons, the provision states that these items do not count towards the limit of non-commercial import value, as long as they are presented to Customs separately from other goods and comply with the current technical regulations.

The resolution also specifies that the exemption applies solely to the Customs Tax and that the importation must be carried out in accordance with the procedures and controls established by the General Customs of the Republic.

Electric vehicles, as well as their parts and components, are not included within the pricing scheme for non-revenue-generating renewable energy technologies, although they may be subject to other specific regulations.

The Resolution 41/2026 of the Ministry of Finance and Prices also includes a tax exemption of up to eight years for individuals and legal entities that invest in renewable energy systems.
