The Cuban regime presented this Monday the construction of housing using recycled shipping containers as an ecological initiative and "circular economy," as part of a development of 18 homes in La Rodaja, Ciego de Ávila.

The proposal, presented by state media as a progress in the construction sector, is part of a strategy that the government itself acknowledged in November 2025 the failure of the housing program, which has accumulated years of unmet commitments and unfulfilled promises.

Far from being a structural solution, the advancements in other provinces confirm the pattern of non-compliance that has characterized Cuban housing policy for decades.

Among the most common criticisms of this type of construction is the issue of extreme heat inside the containers, which makes 24-hour air conditioning essential, not just at night, a demand that is impossible to meet in a country experiencing blackouts of over 20 hours a day.

The popular reaction was immediate. In response to the design and layout of the homes, Cubans on social media joked that the neighborhood will be called Microwave, alluding to the heat generated inside the metal modules.

The precariousness of the design is compounded by the economic factor: the victims and beneficiaries of these homes must pay for them at prices that, in some cases, exceed the real possibilities of the majority of the Cuban population.

The overall context of the housing deficit in Cuba is alarming. According to official data, 35% of the approximately 4.1 million existing homes are in poor or fair condition, highlighting the magnitude of a crisis that cannot be resolved with container recycling initiatives presented as ecological achievements.
